			<content:encoded><![CDATA[<p>Congressman <a href="http://en.wikipedia.org/wiki/Todd_Akin?iframe=true&amp;width=680&amp;height=580" rel="prettyPhoto" title="Todd Akin">Todd Akin</a> (R-MO), Ranking Member of the <a href="http://en.wikipedia.org/wiki/United_States_House_Armed_Services_Subcommittee?iframe=true&amp;width=680&amp;height=580" rel="prettyPhoto" title="House Armed Services Subcommittee">House Armed Services Subcommittee</a> on Seapower and Expeditionary Forces, who spearheaded the effort to authorize the purchase of 124 <a href="http://en.wikipedia.org/wiki/F/A-18E/F_Super_Hornet?iframe=true&amp;width=680&amp;height=580" rel="prettyPhoto" title="F/A-18E/F Super_Hornet">Super Hornets</a> to address the Navy’s looming fighter shortfall, convened a conference of local defense industry manufactures, economic organizations and State legislators. Akin will hold a joint press conference with Keith Guller, president of the regional chapter of the National Defense Industry Association (<acronym class="uttAcronym" title="National Defense Industrial Association">NDIA</acronym>), James Alexander of the <a href="http://www.stlrcga.org/">RCGA</a>, and David Kerr, Director <a href="http://www.ded.mo.gov/">Missouri Economic Development</a> to discuss the needs of the defense industrial base in Missouri.</p>
<p>Acknowledging that the defense industry represents over a hundred thousand jobs and billions of dollars in revenue to the state of Missouri, Akin will call on greater coordination and support between state, federal and local officials in actively supporting the strength of defense manufacturing in the St. Louis region.</p>
<p>Congressman Akin, a key member of the House Armed Services Committee who has long been a proponent of supporting the industrial capacity of the defense industry in the region as well as the nation will discuss the tremendous economic impact of the defense industry in the region, its importance to Missouri’s economy as well as the defense capability of the nation.</p>

<p>The cargo-carrying utility <acronym class="uttAcronym" title="Mine Resistant Ambush Protected (MRAP) All-Terrain Vehicle">M-ATV</acronym> variant also is specially designed to utilize legacy High Mobility Multipurpose Wheeled Vehicle (HMMWV) shelters.</p>
<p>There&#8217;s been a lot of interest, said Ken Juergens, vice president and general manager for Joint Programs at <a href="http://oshkoshdefense.com/"title="Oshkosh Defense" >Oshkosh Defense</a>. What we need are the requirements.</p>
<p>The Pentagon picked Oshkosh to develop and deliver a <acronym class="uttAcronym" title="Mine Resistant Ambush Protected (MRAP) All-Terrain Vehicle">M-ATV</acronym> model to take the place of Mine Resistant Ambush Protected (<a href="http://taktikz.com/blog/tag/mrap/"title="Posts Tagged: Mine Resistant Ambush Protected" ><acronym class="uttAcronym" title="Mine Resistant Ambush Protected">MRAP</acronym></a>) vehicles that the military had come to rely on so heavily in Iraq.</p>
<p>The traditional <acronym class="uttAcronym" title="Mine Resistant Ambush Protected">MRAP</acronym> proved unsuitable for service in Afghanistan. Roads would collapse under the heavy vehicles, they would often roll over on the poor, twisty mountainous roads, and the vehicles&#8217; suspensions could not handle the rough rides there, especially for off-road missions.</p>
<p><acronym class="uttAcronym" title="Mine Resistant Ambush Protected">MRAP</acronym> and <acronym class="uttAcronym" title="Mine Resistant Ambush Protected (MRAP) All-Terrain Vehicle">M-ATV</acronym> procurement helped make wheeled vehicle acquisition programs the fourth-highest Pentagon expense, with more than $8.5 billion spent for contracts and contract modifications in 2008 alone, according to an Aerospace DAILY analysis of federal contracting data provided by the National Institute for Computer-Assisted Reporting (Aerospace DAILY, March 5, 2009).</p>
<p>While some of the traditional MRAPs are being upgraded to better handle the Afghanistan work, U.S. forces have relied more on the Oshkosh <acronym class="uttAbbreviation" title="Mine Resistant Ambush Protected (MRAP) All-Terrain Vehicle">M-ATVs </acronym>for missions in the country. But some of the missions are still constrained by the lack of capability of other vehicles needed for certain missions.</p>
<p>Looking to overcome those constraints, the <acronym class="uttAcronym" title="Mine Resistant Ambush Protected (MRAP) All-Terrain Vehicle">M-ATV</acronym> utility model can carry up to two-and-half tons, giving U.S. forces greater access to remote areas with cargo to set up a remote outpost. Shelters can serve the command-and-control (C2) function, maintenance truck or other specialized-mission equipment, Juergens said.</p>
<p>Outfitted with the shelters, Juergens said, the <acronym class="uttAcronym" title="Mine Resistant Ambush Protected (MRAP) All-Terrain Vehicle">M-ATV</acronym> standard, utility and ambulance vehicles can be put to greater use to support operations in more remote areas because of their increased protection, payload and off-road mobility.</p>

Unmanned platforms are the emerging lethal and non-lethal weapons of choice that will continue to transform how the Army prosecutes future operations and ultimately save lives. The idea that <acronym class="uttAbbreviation" title="Unmanned Aerial Systems">UAS</acronym> are &#8220;unmanned&#8221; is a misnomer because the Soldier is the backbone of the Army&#8217;s <acronym class="uttAbbreviation" title="Unmanned Aerial Systems">UAS</acronym> strategy.</p>
<p>The Army <acronym class="uttAbbreviation" title="Unmanned Aerial Systems">UAS</acronym> Roadmap is strictly a conceptual document and is not proscriptive guidance on programmatic decisions. It is not intended to be directive in nature but more specifically used as a strategic communication tool, which establishes a broad left and right limit, for future <acronym class="uttAbbreviation" title="Unmanned Aerial Systems">UAS</acronym> development in terms of capability and employment.</p>

The <acronym class="uttAbbreviation" title="Unmanned Aerial Systems">UAS</acronym> Roadmap is the Army&#8217;s first synchronized effort to outline a comprehensive <acronym class="uttAbbreviation" title="Unmanned Aerial Systems">UAS</acronym> strategy for the next quarter-century by focusing on unmanned aircraft, emerging technologies, system interoperability, commonality, and most importantly continued support to the warfighter.</li>

			<content:encoded><![CDATA[<p>A senior Washington, D.C., military analyst this week questioned <a href="http://northropgrumman.com/"title="Northrop Grumman Corporation" >Northrop Grumman Corporation</a>, (<a href="http://www.google.com/finance?q=NYSE:NOC?iframe=true&amp;width=700&amp;height=580" rel="prettyPhoto" title="NYSE:NOC">NYSE:NOC</a>), role as a shipbuilder, saying the company&#8217;s focus has traditionally been on aerospace, electronics and information technology.</p>
<p>Loren Thompson, with the <a href="http://www.lexingtoninstitute.org/">Lexington Institute</a>, said the company acquired the Gulf Coast shipyards of Ingalls and Avondale when it bought out Litton in 2001, seeking Litton&#8217;s military electronics business.</p>
<p>And performance has gone downhill, he said, touting the heyday years when Jerry St. Pe&#8217; ran the Ingalls yard for Litton.</p>
<p>&#8220;Why would you expect a company that is at the cutting edge of modern technology in most of its businesses to be good at old-fashioned, industrial metal-bending?</p>
<p>&#8220;And how many companies would even be willing to deal with a customer as surly and capricious as the U.S. Navy?&#8221; Thompson asked in his think-piece published Monday.</p>
<p>&#8220;In 2009, shipbuilding generated less than a fifth of Northrop&#8217;s sales while yielding profit margins well below those of the bigger aerospace, electronics and information segments,&#8221; he pointed out. &#8220;Repeated, unpleasant surprises from the company&#8217;s shipbuilding operations have become a drag on investor perceptions of what should be one of the world&#8217;s most respected technology companies.&#8221;</p>
<p>Thompson referred to a detailed Defense News article in March that suggested Northrop Grumman consider letting go of the Avondale yard in Louisiana, citing work problems and delays, and pointing out that the head of both General Dynamics and Northrop Grumman discussed with Congress the reduction in the number of ships to be built for the Navy.</p>
<p>Northrop Grumman also is in the process of changing out management and its performance metrics, Thompson said in an interview Wednesday. &#8220;In the old days, it was interested in growing revenue. Now it&#8217;s interested in growing profits, and Ingalls requires a lot of investment.&#8221;</p>
<p>Thompson said the thought of Northrop Grumman leaving shipbuilding isn&#8217;t the same thing as losing Ingalls. Ingalls is the biggest and most modern shipyard in the United States building military ships, he said.</p>
<p>&#8220;Ingalls is not going away. It&#8217;s possible Northrop Grumman will, but Ingalls is not.&#8221; he said. &#8220;The Navy needs it.&#8221;</p>
